AZ Legislative Update 06-02-2023

Governor Hobbs signed two bills and vetoed another five this week, adding to her record-setting total of rejected bills. The new vetoes include a ban on photo radar and more changes to election laws.

The Senate Committee on Director Nominations hosted another hearing, continuing its intense scrutiny of the political views of Governor Hobbs’ nominees. After more than two hours of discussion, the Committee voted against recommending that the full Senate confirm former Senator Martín Quezada to serve as the Director of the Registrar of Contractors.

 

Governor Names New Chief of Staff

Governor Hobbs appointed former legislator Chad Campbell as her new Chief of Staff this week. He replaces Allie Bones, who resigned last week. Campbell served as Minority Leader in the House of Representatives and is a longtime friend of the Governor.

Hobbs framed the appointment as an effort to build bipartisan accomplishments, citing their collaborative efforts when they served together in the legislature.

 

What’s Next?

The legislature is not scheduled to host floor sessions next week, though the Senate Committee on Director Nominations will meet again to consider Governor Hobbs’ nominees to lead the Department of Corrections and the Department of Real Estate.

 

New Cost Estimate Predicts Continued Enrollment, Costs for ESAs

A new report shows that the expanded ESA program could reach $900 million next year – higher than lawmakers estimated when they enacted the state budget. Democrats want to revive the discussion about putting limits on enrollment in the program due to the increasing costs; Republicans say the growth is a sign of ESA success that reduces state costs in school district funding. It’s unlikely there will be any further changes to the program or its policies this year, but the topic is sure to be debated when the legislature reconvenes later this month.
